Maybe this will help - sounds like US citizens can be unvaxxed but non-citizens still need to be vaxxed. But I could be wrong, just a search:

According to that site (Kayak) the United States is on the list of 190 Counties. “Open for travel. COVID-19 testing or quarantine is not required”
There is a tab you slide over, under destination country, that's related to vaxx status. If you slide it you get the following message "Unvaccinated visitors from the xxxxxx will not be allowed to enter the United States."
