My PayPal account is effectively dormant, not used in years. Would I inflict more damage by cancelling or keeping as dormant? Suppose it costs something to keep it as they make no money from it.

My sat dormant for years and I canceled/closed it when they started canceling conservative business and Canadien truckers.
