Yeah I disagree as context is important.

He qualifies what he means. Things happening in the crowd

Again what they are doing is stopping anything from happening in the crowd.

"What he says off stage is up to him"

What else would he say here? What Trump does off stage is his thing but while he is on stage we will keep things from happening in the crowd.
