CFR and WEF are the same thing. Have a look at their fonts and staging and see for yourself. Some listed on the WEF website may only have had dealings with CFR.
Certainly the CFR and the WEF are on the same team in general. Globalist elites with the same goals. Tulsi said she had nothing to do with the WEF. I have no reason to doubt that, but she definitely was into the CFR at one point. I don't think she has denied that.
