Both references, Starfish Prime and Salvatore Pais, are referrences to an Electro-magnetic Pulse (EMP). Prime was the first high level nuclear explosion which created an EMP. Such a device exploded over say, the United States would knock out electronic devices line-of-sight effectively send is back to the 50's overnight. Salvatore Pais has a patent, US10135366B2. It is a power source with an interesting side effect, EMP. Would it be possible to create a portable EMP device? Point and shoot....
Just because someone has a patent, does not mean that the thing patented has been reduced to practice. I have 9 patents, and none of them have been built (though I think they could be). Salvatore Pais has a lot to prove, and a patent is not proof of anything. It's not even evidence. At best, it is a property claim and/or an argument.
No, but they were put forward by the Boeing Company and vetted by their patent staff. It may occur to you that a company like Boeing does not bother with pursuit of patents if they think they have no potential business value.
The patents could be signed by anyone. It wouldn't change the facts of what I said.
