On platforms without dislikes/downvotes, someone may comment “ratio”, signaling that their comment’s likes will act as the original post’s dislikes, or people will just use the ratio between interactions to likes to infer that not most who see the post don’t approve of it.

There's no "dislike" button. All you can do is retweet or comment.
The comments are probably mostly negative and represent people who will be first in line to string her up from a lamppost on the day of the rope.
