That's what a theory of a conspiracy is supposed to be, but then it became weaponized as a way of making people look like kooks. At that point it hardly matters if there's a suspicion that people are working together, because look at those conspiracy theorists! Technically it's the exact same thing, but one sounds nuttier than the other (guess which?)
