They were blamed for the MH17 shootdown too, the missile subtype and serial was ukrainian as was the tower that diverted that plane and the fighter plane that shot up the cockpit. Kolomoiskyy did that IMO.
The Russians might conceivably blow the dam if there are only NATO troops in the way, but probably not, they would have to fix it afterwards.
