My guess is backtracking. "Well the numbers are inflated" sounds more like an admission of guilt. "I didn't steal 2 million dollars, I stole 1.9 MILLION!"

interesting.. but to me that article points out this: If the government has never investigated voter fraud thoroughly then how can anyone be sure if th numbers are accurate?
