If it's foreign soil, which foreign country does it belong to?
I honestly don't understand the premise that DC is foreign soil. The US Constitution says DC is under the jurisdiction of the US Congress. DC residents have to pay Federal taxes to the US. They vote for US Presidents.
Could someone please explain how DC is foreign soil in a very simple way that I could understand?

I did some online searches on this, and the only explanation that came up had to do with the Sovereign Citizens Movement.
So if the answer to my questions from above involve this, then no need to answer.
But if there are any explanations that are not related to the Sovereign Citizens Movement, then I would really appreciate them, thanks.
I don't get it either.
There are certainly embassies within that are indeed foreign soil, but that's it.
I believe the whole "foreign soil" thing comes from a misinterpretation of an act of congress that declared DC a municipal corporation.
This group is defining "Corporation" as a "business entity" instead of a" group of people".
I don't know if they don't know there is more than one definition of the word "corporation" or if they're ignoring it.
Considering that the majority of cities across the country are classified as "municipal corporations", I wonder if they believe the majority of US cities are foreign soil as well. 🤷♀️
Correct. District is the territory of the USA, under the direct jurisdiction of Congress.
