Not taken, but ceded by the states (VA+MD) and for compensation. All in accordance with the Constitution. As for the retrocession that occurred with VA, that action was likely unconstitutional, and any further similar action with MD would also be unconstitutional.

The District is not "foreign land" but rather US soil illegally occupied and controlled by foreign entities.
