If I may offer my impression of how US Government funding works:

1. Allocated (voted on or residential decree.
2. If approved, then forwarded to appropriate branch of government.
3. Then orders (military) or orders (vendors) are made.
4. Military follow procedures to procure designated equipment, pack, ship, unload and deliver.
5. Vendors either ship from stock or build (order/acquire component parts), then pack, ship, etc. Payment before shipping may be required.

Probably lots of items left out of the above.

All this takes time and can be delayed by numerous factors. So even if 100 Billion is allocated, it will take a while (months to years) for it all to reach the destination.

And, I have read that these are loans to Ukraine and will be (should be, could be, might never be) paid back.
