How does non citizen national work? State has been hit or miss for me
You can be a national of the united States without being a 14th Amendment US Citizen, a citizen of the United States. Note the capitalization. It does require you to declare though.

We are already digitally i.d.'d, so if this actually helps distinguish who is a U.S. citizen, with voting rights, and illegal aliens or green card holders who are not, it seems like a good thing (unless they try to implant such digital i.d.s into people)
...just think of the convenience of having that done...
