What a mouthful.

Let's take it word by word.

Twitter: A company, not a group of employees. It is an entity separate from the employee. It's job is to deliver (serve) a product.

Serve: Double meaning. The first that comes to mind is "perform duties or services" for the customer. The second is more nefarious. Twitter has aimed to serve the public conversation analogous to framing the conversation.

Public: Double meaning. The first is the public at large. The more nefarious is the public face (framing again) of the allowed conversation.
