That is a good guess. I am also wondering it this would also cut off a bunch of European TOR nodes at once.
I havent been using Tor ever since I realised they control most entry and exit nodes and hence can track everything on Tor. What is it primarily used for these days?
I was thinking about a lot of the black market activity that might get disrupted.
