Yes, the sheriff of any County is the highest authority in the county.

The office of the Sheriff is the only constitutional law enforcement listed in the constitution.

A Sheriff has more authority in his or her county than any federal agency when it comes to public safety. This includes the deportation of Illegal aliens within their jurisdiction. As you know, Illegal border crossings are crimes, and the Sheriff reserves the right to detain, prosecute, and deport illegal aliens.
