Russia is more then likely going to ensure a puppet government is placed in Kiev. Which means they’ll contribute to rebuilding anyway.
So the E.U is threatening them with something they’ll probably do anyway.
I came here to say that. The Russians have already renovated Crimea and I think they are working on Mariupol.
There is another name for this type of "diplomacy."
