In essence they’re forming a penal battalion. And presuming things haven’t changed much from Soviet Doctrine. They’ll be placed where fighting is heaviest and given the borderline suicidal objectives they don’t dare waste more valuable men on.

Also they make it clear that once you sign your name that’s it. Your in it for the long haul. Anyone with second thoughts will be shot as a deserter.
