My uneducated guess would be that Twitter employed less developers/coders than would be normal because most of their stuff was made by CIA/Mossad/MI5/[insert intelligence agency of your choice here] and just implanted as-is into their operating backbone by the boardroom class.
I could be wrong, I'd leave that likelihood to guess as a percentage to you though.
