Abrams wasn't in power when she didn't "concede", but both Bolsonaro and POTUS Trump were. I think it means more when you're in charge and don't concede.

However, if you walk away (for whatever reason) from an obviously stolen election, then yes, you are conceding by default--even if there is no formal speech.
