I chose a large Greek island. The bureaucracy is horrendous if you want to achieve anything but it's a good place for retirement. And many of my fellow expats don't speak a word of Greek because the majority of Greeks speak at least an adequate amount of English.

The cost of living is low, hours of sunshine high, winters not too cold and very few policemen. You could probably even drop "off the radar" if you wanted to (I didn't).
