I wouldn’t be surprised there is duckers with the water supply.

Why divert east? What are the pros and cons of diverting east?
read the Wiki link - 80% of water flows from western slope, 80% of population lives on the east side of mountains (Front Range)
The Colorado River is also diverted to Nevada and Arizona. Lake Mead is low because it isn't getting enough for the demand, although it gets water from other runoff too.
