Your cursory search of Google does not prove its fake. It is as ridiculous to think it does as it is to believe the op without further documentation.
Actually, it does. "Cursory search"? lol.
This is purported to be a public document issued by the Brazilian government. It is purported to be issued by the highest level officials in the government. Only a person completely inexperienced in researching and searching for documentation on the net (I have 20+ years experience, btw) could suggest that google could bury such a public document.
Google will filter results to throw up search results they want sheeple to see, but a strong search is not something they could block.
Prove it is fake?
HOW could one prove it is fake, then? If you could suggest a method for PROVING it is fake, then let's see what it is. I'm curious.
