NC tightened their rules. No longer accepting mail in ballots that are not dated by Nov. 8th. You need a witness to sign your absentee ballot. Also they are not allowing anyone but family members bring in an absent ballot to the board of elections or into Early Voting.

As far as I know the only place to drop off an Absentee ballot is at the Board of Elections in your county and/or at the polls (Early and Election Day)
