Really? What is the difference between absentee ballots and mail in ballots? How do you show ID and prove your identity?
https://scvotes.gov/voters/absentee-voting/ the rules in my State are very detailed and very restrictive. You are required to submit a request to the county registrar and returned prior to the end of October. It requires personally identifiable information, Full name, DOB, last 4 of your social and you have to have been a registered voter in that district. You receive your ballot in the maila nd you fill it out. When you sign it, it has to be witnessed by another person and signed by them too. A simple "mail in" ballot has been distributed to all voters in a district, alive or dead to their residence of record, regardless of whether they have moves out of the area. No request is filed and no proof is required. Anyone can fill it out and send it in. The problem is that the States and districts with widespread fraud is that the people that count the ballots are counting them regardless if they are filled out improperly or missing personal information. No identity confirmation required.
If you have to turn in the ballot in person and show your ID, then this isn't an Absentee ballot, it's just early voting. It does look like you can mail it in without showing ID, but then we're back to where we started.
I believe the issue is that absentee ballots have required PII that is not normally available to your average scammer. Yes, a family member could use your personal information to request an absentee ballot and sign both the witness block, as well as forge the signature of the person in question, but this is far more difficult than just filling in an unrequested mass mailed ballot with any old information. This was the big fight about ballots being adjudicated, even though they were unsigned or the signature didn't match the registration signatures or the ballots were incompletely filled out like forgeries. It doesn't seem like a big difference, but it actually does make a difference. The rules for absentee ballots is more difficult to cheat because there would only be a limited number of ballots that be fraudulent. Ot would take a huge amount of coordination and it would be far easier to detect.
