Q's post suggested that it may have been the Deep state that called up the National Guard,. However, Greg Phillip stated they are America's best.

What do you believe is really the function of the National Guard today?

I think the governors of each state activated their respective NGs (after suggestions from Q operators of course). Other states get the Marines, acting under authority as per devolution.
