It's not simply a ruse to draw Ukrainian troops into an area which has recently been depopulated of civilians, and in which the Ukrainian troops will have a river and swampy land separating them from the Russian troops... while they are sitting ducks for Russian artillery.

Russia's Army just feels like abandoning a major Ukrainian city and giving up 2,000 square miles of land... out of the goodness of their hearts.
Russian gifting a city without residents, power or running water. INB4: but there's a river, so you can take a bucket.
Winter is coming: oh and the toilet won't flush, and all the bridges are blown, so you can't get supplies. Also the Brits/CYA/Khazars may blow the dam and flood the southern end of the city.
Not sure if the Ukies will rush in triumphantly, TBH
