Did some voters not participate because they thought there was a huge red wave? That their vote was not needed?

I highly doubt that. Everyone I talked to says it was greater turnout than they have ever seen before. My bet would be on them just cheating harder cause they knew it was coming. I dont want to jump to conclusions but history shows what the case has been.
