Well, you can't try to be a peeping Tom but these are publicly funded buildings and there is no expectation of privacy, and more to the point is that there is never any expectation of privacy in publicly owned buildings, except common sense invasions like the bathroom.
A base requirement for being convicting of being a peeping tom is being on private property. As long as you're on public property, what ever you see is 100% legal.
Well.. No. You still can't start taking pictures of people in a public bathroom.
But I did check and you're right for sure about being on private property when it comes to, say, peeking into someone's home..though good luck getting a good peep from the sidewalk!
