Excellent point! And people who own companies that get a certain percentage of their business from government contracts or who LOBBY for government favors. That would take some thoughtful design but a good many billionaires are rich only because they purchase government's power to coerce or (for example) build weapons of war and lobby for (what else?) more wars and "police actions." And as they get richer, they have more and more money and influence to steer government policy and money their way.
