I understand the thoughts but why would both BO and W set up their own separate rebuttal press conferences scheduled to air immediately after the announcement by Trump (whenever that occurs)?

I don't think anyone knows, incl Trump, it may not be finalized yet. With all of the hidden military plane movement this weekend (sure hope it wasn't for Ukr purposes), perhaps there is something scheduled to complete today in time for Trump's announcement tomorrow. If not, he can always announce his 2024 run.

Of course, you could be spot on and this is all a propaganda act. I fondly remember the result of the Trump DC Post Office publicity event. Fifty-five minutes of wall-to-wall live multi-station coverage about his hotel, then, 15 seconds of 'Obama was born in the US'.
