I don't necessarily disagree, but I'd argue the reason for the stagger was not because "the few days after" but given they needed to fulfill this "mission" -- a one time round of shots would have missed that missions goal. By staggering them it allowed them to continue the pressure >> get vaccinated, can't goto any venues > pressure >> get vaccinated, get it or lose your job > pressure >> get vaccinated. Enough correctly applied pressure, and repetition along with continued covid fear allowed them to get more people than they otherwise would have with a one and done.
I knew an unfortunate amount of people that were anti covid vax, and ended up caving and getting it recently because all the pressure wore them out to the point of acceptance and caving in.
Could also be to spread the impact out so they could blame Covid and keep the lie going rather than everyone that received the lethal shot dying at the same time.
