Q never said it would be a tweet [text] either. It could be live streamed on Twitter.

If the DS is truly desperate they'll try to censor his speech at all costs. If they do, Elon's aquistion of Twitter then turns out to be an excellent contingency plan as he can live stream it on a platform everyone is already on.

If the deepstate is really really desperate they might kill the internet, in which case Elon has a global satellite network to maintain that speech/ future comms.
