One doesn't need to be that smart to do that.

In person voting day of.
Thumb in ink after voting.
Each counted vote has to correspond to a real person.

As long as we know the exact number of people voting from each precint the rest is simple math.

Or we assign addresses from a voter blockchain to each registered voter and they can vote using that. Publicly verifiable and anonymous.
