I remember looking at those docs and comparing to paperwork that was my dad's who served during the same time frame. Everyone was focused on the font, but my clue(s) were more content oriented, which was completely ignored. They spelled everything out. My dad's paperwork was always all caps and the plethora of acronyms was so much you needed a keystone to interpret half of it. I told a friend of mine then no one would spell out Lieutenant on a manual typewriter. Everything was also last name, first name.
You have a keen eye and the kerning does look off.
