The 'foreign countries' party bears this out. That said, he is claiming that if falls under his authority using the invasion clauses of the US constitution, so it's worth looking into that.

By not securing the border, the federal government has nullified itself. The states have a right, no a duty, to take EVERY action to secure the rights of their people.
