I certainly don't know, but the only way any of this makes any sense, is if we are watching a movie. If the deep state players at the top thought they might be held accountable for their actions, they would have taken Trump out no matter what the cost. They could have taken out an entire city, with their own mothers inside, without batting an eye. That's why, I think, like a chess game, the white hats have won. All that's happening now, is red pilling the main stream. I honestly don't see any other way the good guys could have kept Trump safe the last few years.

I think that WWIII activation and Declass are the opposing ammo that maintain the impasse. My opinion is that Deep State thought Declass was coming and they started their activation sequence. His announcement manipulated them into expending some ammo. So yes, they can always activate later, but once they do, Declass will come for them.
