Recounts only re-tally fraudulent and valid votes to verify the totals match. Recounts do not determine what ballots were faudulent, if voters were disenfranchised, how many voters were disenfranchised, if ballots were incorrectly sent to adjudication, if ballots were adjudicated correctly, if laws and processes were followed, etc., etc., etc.

What's needed is a forensic audit to find and expose fraud, voter suppression, maladministration and the like that necessitate a total redo.
