All citizens who pay taxes on federal level should have a vote as long as not mental deficient. If you are not currently paying federal taxes then no vote. Including myself I collect retirement SS, but am working and paying tax too, but if I quit working and rely on only My SS...

Note: I'm pretty sure that people in many cases owned a house, but paid no taxes, and no one paid 30 year loans.
