not every meter has the remote shutoff. That costs more per meter. They are saved for the VIP customers that dont pay their bills. The vast majority simply send back usage for billing and have no controls. At least thats what we install.
The push for the meters is to save money, no trucks, no fuel, no insurance, reduced payroll for meter readers etc.
we installed a powerline carrier system for our meters as we have areas with distances between customers in a lot of areas and a mesh system was not really the best solution. Works great when the bugs are worked out.
