He protects his taxes so closely because he knows it will distract them. The more he shows he doesn't want them to have it, the more they fight to get them and the larger their blinders become.
He is sitting on the backs of these deep staters, dangling a carrot, as the rides them off a cliff.
They think they got him but their tunnel vision prevents them from questioning the purpose of why he is wearing a parachute backpack.
