I'd go so far as to say Q leaves the paper trail of how Nazi's are still alive and well today. That MK Ultra, which spoiler alert, the MK stands for 'Mein Kampf', is alive and well today. I have zero trouble believing atrocities at the level of the holocaust could be perpetuated by Clowns.
Q was stating the Nazis lost the battle but won the war. The CIA brought many Gestapo into the CIA because they knew so much on Russia. The CIA incorporated the Nazi propaganda used against the Germans and started using it against the US citizens. We won the battles and lost the nation!
