I thought this was too much to be true so I looked into it and what you describe in your penultimate paragraph is exactly what happened, according to their website:

Awesome find, thank you. Even though this is “the enemy’s” explanation, it’s still imho the most probable one.
The Plandemic has been riddled with scams from the government/who, but I don’t think this is part of this scam.
