Agreed. Should have been done long ago. No limits. No ownership. Lease with restrictions. Revocable if violations occur.
Not sure how Mexico does it now, but years back, as a foreigner you could get a 99 year lease (passed to heirs) but had to have a citizen partner who would vouch for you & assume liability if something went sideways. No outright title.
Our govt needs to wake up & be made accountable to the good of it’s people. Oh sorry, that’s right, their already “owned” by chai - nah !
