So, are they naked on the beach because that prevents skin cancer or because they want to develop skin cancer in order to bring attention to the fact that being naked on the beach causes skin cancer?

BTW, I think it's more likely that smearing "sunblock" chemicals on your skin causes cancer which, by the way, can allegedly be cured by smearing "horse paste" on your skin.
