I agree with you, but the school superintendent within my area is a real gem. He stated to me that it wasn't the schools' problem with the children not learning how to read and write, but the problem lies with the parents not taking the time after work and dinner to read to the little tikes. Well, what are we paying taxes for????????
IMO - It could be both. I tell mu parents that they should create memories reading with their children: snuggles with a good book, honest praise for decoding tricky words...
