I keep wondering why Matt Taibbi tweeted the file drop instead of Musk? I expected Musk to tweet it. Who is this Matt Taibbi guy and why was he chosen?

It's to dodge liability for any suits from people this story implicates. A lot of these former employees could argue that Elon's position allows him to make it impossible to ever work again. Seeing how Elon just fired them, it also implies he did so out of malice, regardless of any severance packages they may have accepted.
By distancing himself in this way he quite simply protects himself from a bevy of disgruntled former Twitter employees. If you look back to Johnny Depp's trial and his use of Adam Waldman in order to tell his story to independent journalists/creators, you get some idea of how offloading your story to someone can put a damper on anyone trying to claim you defamed them.
That's just the obvious reason, however. Musk probably has other reasons in mind, looking forward into a future we can't see because we don't even know the pieces in play on the board yet.

Democrats and the Fake News are gonna have a very tough time attacking Matt Taibbi, messenger of The Twitter Files tonight.
Taibbi is a contributing editor for far-left Rolling Stone and has written a number of Trump-deranged articles over the last few years.
Elon clearly thought this through and knew to have an anti-Trump journalist deliver the information, knowing he couldn’t be attacked as “biased”.

Those who have been following things in the political sphere for a while will recall Taibbi's piece branding Goldman Sachs as "a great vampire squid wrapped around the face of humanity, relentlessly jamming its blood funnel into anything that smells like money." - in relation to the predatory and criminal conduct of this entity around the 2008 'financial crisis'.

That's one damning soundbite drop against They Who Shall Not Be Named, and be sure he paid a price for calling attention to them. So in that context, he is a veteran campaigner even though embedded at a very left-wing publisher as you say.
An interesting character, and were I to hazard a guess, I dont think its any coincidence that he has decided to take point in trying to spread Elons disclosure to the masses. Perhaps no affiliation with Q and the MIC but he is certainly walking in steps that they also tread.
Taibi is well known and reliable, and before this drop they loved him. I first noticed him when he was at Rolling Stone which you would think would suck but even there he wrote good stuff.
I recall he worked with Michael Hastings at Rolling Stone. Hastings was one that got General McChrystal shitcanned for reporting on unflattering things he and his staff had said about commander in chief and veep.
A few years later Hastings died in a car wreck. Many theorists believe he was working on huge story and car was given the old See Eye Eh hack job.
I first read Matt in 2010 when he was at Rolling Stone and compared Goldman Sachs to a vampire squid.

Well, look at how Trump was treated when he tried to tell people Ivermectin, or other meds might work against Covid. They tried to shoot the messenger, Trump. Using another person to put the information out there, on your behalf, gives them two targets instead of one, confuses the hitman, so to speak, if only temporarily.
