He said specifically biological. So if he was referring to an AI that he created, and not his brain, he found a way to blend an artificial brain with organic/cellular/dna/protein components and maybe make it interface with a computer or network and make it intelligent and think for itself. Not saying it cant be done, but that's pretty scary stuff.
They have been working on biological cpu's. And obviously that's why there is so much controversy or scrutiny with what is in the vaccine right now. So who knows what technology he has.

And remember Charles Lieber the Harvard professor that was arrested for working with the Chinese in 2020
