I believe this is a reference to martial law. Civil authority is overtaken by military authority. Habeus corpus is suspended (fundamental right in the Constitution that protects against unlawful and indefinite imprisonment) and other constitutional rights are not guaranteed. Usually happens during time of invasion or rebellion. AND THE BEST PART, possible military tribunals!
"martial law is the suspension of civil authority and the imposition of military authority. When we say a region or country is "under martial law," we mean to say that the military is in control of the area, that it acts as the police, as the courts, as the legislature. The degree of control might vary - a nation may have a civilian legislature but have the courts administered by the military. Or the legislature and courts may operate under civilian control with a military ruler. In each case, martial law is in effect, even if it is not called "martial law."
That's not actually true though - plenty of things happen in open and direct violation of Article VI every day, and nothing happens. There is no mechanism to enforce the Constitution agreeing with itself, especially under martial law.
An interesting interpretation! Of course, the reason why the Bill of Rights isn't in the Constitution is because it never would have been ratified if it was. But it never would have been ratified either if the more freedom-minded folks hadn't been sufficiently assured that a Bill of Rights would come next, promise.
It was a real sticky wicket because there were those who were very much trying to use the Constitution's framing for their own political ends, and they saw an opportunity to end a long-standing practice they saw as evil: human trafficking. Any universal guarantee of rights would have to be secondary, because it would take multiple years more to hammer out wordings (and just a lot of time spent sweet-talking and assuring the South) that wouldn't free the victims of human trafficking, thus robbing half of the country of their industrial might, and making them economically subservient to the other half.

Martial law wont be permanent, they wont be re-writing the constitution. They'll probably suspend Habeas Corpus so they can make mass arrests and hold these people for their tribunals. They also might suspend your constitutional right to freedom of movement while arrests are being made.

“Enemy Combatant”
If you are considering an enemy combatant you'll have your constitutional rights suspended and subject to military law/tribunals. This will happen to people involved with treason.
