I don't doubt there are far more Russian billionaires in the region... or at least... used to be.
Russia's biggest problem is that like a fourth of their military budget actually makes it to the military. Almost all of Russia's wealth is controlled by a few people.
They "purchase" tanks with night vision, infrared, modern armor... and they get a tin can with a smooth bore cannon on the front.
Even their own media acknowledges that their new recruits are tasked to buy their own uniforms, food and armor... if they want to live.
The Russian Army is one of the most wasteful and corrupt forces in the world.
